Place a spoonful of the beef mixture in the center of each cabbage leaf, folding the sides over and rolling tightly to seal.

In a large pot, spread a thin layer of tomato sauce at the bottom. Place the cabbage rolls seam-side down in the pot. Cover with the remaining tomato sauce.

Cover the pot and simmer on low heat for 45 minutes to 1 hour, ensuring the rolls are cooked through and tender.
