Preheat the oven to 375°F (190°C).

In a greased 9x13-inch baking dish, layer half of the sliced potatoes, followed by half of the kielbasa. Sprinkle with half of the shredded cheese, and repeat the layers.

In a saucepan, combine heavy cream, milk, butter, garlic powder, salt, and pepper. Heat until warm.

Pour the cream mixture evenly over the potatoes and kielbasa. Cover with aluminum foil and bake for 45 minutes. Remove foil and bake for an additional 15 minutes until golden and bubbly.
